Physician at Okhmatdyt Children’s Hospital, Lesia Lysytsia, delivered a presentation at the 61st session of the United Nations Human Rights Council


On March 25, a session of the World Health Organization addressed the consequences of systematic Russian strikes on civilian infrastructure and the damage inflicted on the civilian population. As part of the conference, Ukraine had the opportunity to draw the international community’s attention to the real challenges these actions pose to the operation of a multidisciplinary children’s hospital.

Lesia Lysytsia joined the event online. She is an ophthalmologist, ocular oncologist, and oculoplastic surgeon who has been providing care to children with severe ophthalmic conditions for over 17 years.

During her address, Dr. Lysytsia shared how Ukrainian medical professionals continue their work amid daily Russian shelling and blackouts. Attacks on Ukraine’s energy infrastructure are not incidental consequences of war—they constitute a systematic practice that directly affects the functioning of critical infrastructure, including hospitals.

Under such conditions, medical teams are forced to continuously adapt: restructuring diagnostic and surgical schedules, developing contingency protocols for emergencies, and ensuring continuity of care despite constant threats.

“We continue to perform our duties despite daily air raid threats, blackouts, sleepless nights, and ongoing stress. We not only provide treatment but also continue to learn, implement international best practices, and develop new treatment approaches. Illness does not wait. Cancer does not wait. Children must receive high-quality care regardless of the circumstances,” emphasized Lesia Lysytsia.

It is essential to consistently remind the international community of the reality in which Ukrainian medical professionals operate every day, and to emphasize why crimes against civilians must receive proper legal assessment and accountability.
